Yeah, I went back and counted, and there are an even number of white and black arrows on the special tiles (10 of each), but there are more black arrows on the non-special tiles (12 vs 8). That, plus the varied layout and extra bit of flavor on the special tiles is enough to convince me to go the extra effort and shuffle the special tiles in as well.
