Pretty much. There *isn't* a hero in play so nothing would happen. *SOME* monsters might have conditions that would do something if there weren't a hero around (gargoyles just sit there if there's no hero within 2 tiles?) but most require an active hero. No active hero == no monster action. The bad news is that they also don't wander away so once Arjhan uses a healing surge to get up, there's gonna be lots of monsters around to deal with.
