I understand your point from trying to technically follow the rule to the letter (I'm not just a rules lawyer, I'm a real lawyer) but I think there is enough ambiguity that I would err on the side of having fun. Raveloft is already a punishing game for the heroes. I don't think giving a hero a small initiative advantage in one fight is going to unravel the whole scenario.I say, she earned the treasure card, interpret the rule for using it in whichever way is most advantageous to her.
Not that it's strictly relevant, but I also think that playing with this kind of flexibility is within spirit of traditional Dungeons & Dragons RPGs as well and it's not unreasonable that philosophy should carry over to the board game.
