I understand your point from trying to technically follow the rule to the letter (I'm not just a rules lawyer, I'm a real lawyer) but I think there is enough ambiguity that I would err on the side of having fun. Raveloft is already a punishing game for the heroes. I don't think giving a hero a small initiative advantage in one fight is going to unravel the whole scenario.

I say, she earned the treasure card, interpret the rule for using it in whichever way is most advantageous to her.

Not that it's strictly relevant, but I also think that playing with this kind of flexibility is within spirit of traditional Dungeons & Dragons RPGs as well and it's not unreasonable that philosophy should carry over to the board game.
