Where? Nowhere in the rules it's stated that monsters have or do not have a speed. Again, the correct sentence would be "monsters are not expressly given a speed". It doesn't work the way you think. The opposite of "expressly/explicitly stated/written/given" is "omitted". "Expressly/explicitly not stated/written/given" does not exist, by definition.
