Implied doesn't mean truth. Monsters are explicitly NOT given a speed.
I suppose you mean "monsters are not explicitly given a speed." Either that or you don't know what "explicit" means. If they are not given a speed, there is nothing explicit about it. And if there is nothing explicit, we can only make assumptions based on what is implied.
