The way I interpreted this (again there's that funny word, interpret!) was that within the tile that was closest/activated the tactic. And I don't break the diagonal tile rule either. So a hero might be closer by squares, but not tiles. Argh it hurts the brain not having an official answer on this.
As a relatively new gamer, the concept of "home rules" hurts my head. Usually my video games have a "you can/can't do this" and the games boundaries limit you. Board gaming...I could write my own interpretation to make me happy XD I do have more fun rationalizing rules through the logical application of these rules or trying to explain why my arrows can round corners...
